The Mad Diner Award for Madison’s Best Cheap Eats 2009 sees some changes from last year.  Last year’s winner didn’t appear in the list of finalists this year, and we’re crowning a new champion – Ian’s Pizza

First Place: Ian’s Pizza
New to the list this year, Ian’s Pizza takes the crown from last year’s champion, Noodles and Company.
